ARCC History

The conference aims to bring together the heads of all ASEAN prison services to discuss common challenges and share best practices.

Encourage future collaboration, joint training, and knowledge exchange between ASEAN Member States - as well as provide a chance to engage with international organisations in prison reform such as HMPPS, UNODC, ICRC, UNAFEI. It will be held in Correctional Academy of Malaysia.

The Correctional Academy of Malaysia, Langkawi was established in 2006 and is the main training center for senior officers of the Malaysian Prisons Department to undergo intensive training in correctional management.

It is also conducted a courses organized by the Malaysian Prisons Department which involve international participation. Among the international courses that are conducted at the Malaysian Correctional Academy is the Malaysian Technical Cooperation Program (MTCP). MTCP was established in 1980 as Malaysia's commitment to South-South Cooperation through the sharing of Malaysia's development experiences and expertise with other developing countries.

In 2008, when hosting the Asia Pacific Conference for Correctional Administrators (APCCA), one of the resolutions of the conference was to make AKM a regional training center involving Asia Pacific countries, especially in the correctional management. It will be a center of excellence to make the Asia Pacific region comparable to other regions that have a good reputation in the field of corrections.

With the organization of the Asean Regional Correctional Conference (ARCC), it is hoped that it will receive full support from correctional colleagues in the Asia Pacific region and the world in general.

ARCC Initial Step

The first ARCC meeting will held in Langkawi, Malaysia, January 2024. ARCC will established a new framework for its operations with the drafting of the ARCC Joint Declaration. Following recommendations of a Working Party, the Joint Declaration signed. It sought to place ARCC on a firmer and clearer footing for the future while not detracting from its positive and well-established traditions. Key features of the Joint Declaration include a broad statement of the organisation's goals, establishment of a Governing Board, formalisation of arrangements for the administration of the ARCC Fund and provisions governing the roles of the Secretariat and the Rapporteur.

  • For this inaugural conference, the Malaysian Prison Department (MPD) will host and pay for the conference facilities, meals, and local transport to/from the airport for delegates. UK CSSF funding will pay for the flights and accommodation of MS delegates and support interpretation costs. UK MOJ is also funding a small delegation from HMPPS to attend the conference.

Overview

Cooperation with ASEAN counteries is the key to strength towards increasing efforts and strengthening correctional management in this region. In order to realize the rehabilitation and security programs in line with the theme of the conference which is *Transformation Correctional, MPD organized the Asean Regional Correctional Conference (ARCC) 2024.

The Malaysia Prison Department is looking forward to organizing a Southeast Asia Conference on Prison Reform Transformation on Correctional Matters. This Correctional Conference is the first organized by the Malaysian Prison Department (MPD) that brings together correctional experts in the Southeast Asian region to share their experiences in the scope of corrections as well as to foster closer collaboration and knowledge exchange amongst the correctional fraternity.

ARCC will take place from 21-23 January 2024 at the Malaysian Correctional Academy (MCA) Langkawi, Kedah. MCA is a Training Centre for Senior Officers of the Malaysia Prison Department and a Regional Training Centre (RTC) for Asian and Pacific countries. MCA's location is opposite Kuah Jetty, (1) kilometer from Kuah's Town and a 20-minute drive from Langkawi Internation Airport.
